In a rxvt terminal window (TERM=rxvt-debian), I executed this:

SUDO_EDITOR='emacs -nw' sudoedit /root/.bashrc

I got an emacs inside the terminal as expected.  Then I needed to check
something in the filesystem so I hit ^Z and got dropped back into the
shell, also as expected.  Finally, I typed "fg" and got bounced back to
emacs - but now no control key combinations or cursor keys work.
Hitting ^C terminates emacs immediately - another sign that raw mode was
not restored.
