Solution:
Xlibint.h should
#include <X11/Xfuncproto.h>
to get the definition of _X_NORETURN *and* package libx11-dev should
depend on a recent enough version of x11proto-core-dev that ships a
Xfuncproto.h that does define _X_NORETURN, i.e. ">= 7.0.17".
