I think I get it now; you're using "symbolic icon" to mean something like "fallback icon for use when a simpler variant is needed". Are they in fact a "theme", or just packaged in the same way as a theme for convenience? If these icons are considered to be part of the default set, the bit that's backwards in the current long description is only the claim that this package *contains* the default icon theme.
