Shouldn't the correct options be: interface ignore all interface listen lo
if you want ntp to not listen on all interfaces and just listen on 'lo'? at least that is my reading of the man page section on the interface parameter: If none of those options are used and no interface actions are specified in the configuration file, all available network addresses are opened. --
