This is priority inflation; lack of a maintainer or upstream
is not in and of itself a release critical bug, although it certianly
increases the likelyhood of a real one.

As a torrent download client it's out of date, but the tools for
manipulating torrent files are surely used by many things. For example,
debian-cd uses btmakemetafile. bittornado also includes its versions of
those tools. Making podracer and gnome-btdownload use bittornado instead
would be a good step to getting rid of the bittorrent package.
