Sure enough, GConf no longer has anything under /apps/gnome-screensaver. The workaround given in that bug, setting /apps/gnome-screensaver/lock_enabled, works perfectly. Thanks! Perhaps gnome-screensaver needs to have a Breaks on versions of gnome-power-manager without the patch?
