Many extension packages use the "pgxs" build system, which ends up
including /usr/lib/postgresql/X.Y/lib/pgxs/src/Makefile.global.  In
9.1, this file has the variables BISON and FLEX undefined, because
they are not used during the build of the postgresql package.  This
causes some extensions to fail to build, however.  This can be patched
around, but it would be easiest if either bison and flex were re-added
to the build dependencies of postgresql, or Makefile.global were
patched in some other way.  8.4 is OK.  (I think I reported this same
issue way back when.)
