Indeed. But it does work at least on some installations (and actually
all of mine), so I didn't notice. This is confusing, but anyway:

... while the Mozilla plugins page lists 9.0a1, it seems upstream
mixed up a few things. I'll prepare a new upload.

Please elaborate on that. Why do you call that broken? These are the
earliest versions certificatepatrol declares to be compatible with.
They are horribly outdated but users of wheezy or later will see newer
versions anyway.

The Recommends: line is substituted using '${xpi:Recommends}', so you
might want to turn to the mozilla-devscripts package.
