These are the xfce processes that are running as per ps -e: xfce4-session xfce4-panel xfce4-mixer-plu After seeing your comment I tried starting xfce4-settings-helper manually. Shortcuts started working. I also switched it on in the autostart settings as well, and the first time I logged out and back in, shortcuts were working. The second time however they stopped working again. In the autostart settings, I found that the settings helper checkbox had been cleared again for no reason. Setting it on again led to the same cycle (works on first following login, not after that).
