This would probably fix a few FTBFS bugs like #644423 and also have the
benefit that programs using -ltermcap don't get linked against
libncurses5 unnecessarily. OTOH, there may be cases where packages
inadvertently use -ltermcap where they really need (n)curses
functionality, possibly introducing new FTBFS bugs.
I would expect the latter to be less common (at least for programs that
are reasonably portable).
