Currently libncurses5-dev provides symlinks
libtermcap.so -> libncurses.so and libtermcap.a -> libncurses.a .

I wonder whether it would be a good idea to instead provide symlinks in
libtinfo-dev, i.e.
libtermcap.so -> libtinfo.so and libtermcap.a -> libtinfo.a .

This would probably fix a few FTBFS bugs like #644423 and also have the
benefit that programs using -ltermcap don't get linked against
libncurses5 unnecessarily.  OTOH, there may be cases where packages
inadvertently use -ltermcap where they really need (n)curses
functionality, possibly introducing new FTBFS bugs.
