I still see this problem with grub 1.99-12. It takes about 2 minutes from the "Welcome to GRUB!" message to the boot menu.
I added a "set debug=all" command at the beginning of /boot/grub/grub.cfg. The debug messages appear only after the 2 minute wait, so it seems that the problem occurs sometime before grub even reads its configuration. This system only has a single SSD, SATA harddisk.
