I think you're right. Please don't take the package assignment too
seriously - this is simply assigned to php5 so the request can be found.
Assuming the interface is packaged in its own binary package, it doesn't
mean the php5 source package needs to build that package. The only
change needed to the php5 source package may be to make php5 suggest the
new binary package.
this is not to argue against whether or not it's a good idea, just that you're
asking the wrong people in the wrong place. a very quick googling found:

Thank you, that's interesting. The current release is 1.0.0RC2, released
on 2010-10-24. The previous release was RC 1, released in 2006. It may
not come very fast, but it's worth tracking.
