It's neither the bug in the PHP nor it is PHP responsibility to provide user 
friendly configuration GUI.

Unfortunatelly the webmin was removed from Debian, because nobody was 
interested in maintaining it. However you can still install the webmin from the 
source and/or fill an RFP bug: http://www.debian.org/devel/wnpp/
