I've been talking to Marco, our module-init-tools maintainer, about deprecating
module options from /etc/modules and consistenly use /etc/modprobe.d everywhere
This way we could continue to ship the symlink in systemd and have a more
consistent behaviour overall.

Marco would be open to merge a patch in module-init-tools, which does a one-time
migration for /etc/modules and splits out options into a file in 
/etc/modprobe.d/
We'd also have to adjust the comments in /etc/modules and update the template
file, saying that options via /etc/modules are no longer supported and point
users to /etc/modprobe.d
