I have similar problem - udev 169-1 is completely broken!
After today's upgrade to the version almost nothing has actually worked.

In boot.0 log I can see the following errors:

It also failed to create /dev/vcs or /dev/vcsa devices and devices
needed for X servers.
After downgrading to the current testing version (167-3) everything
works perfectly.
