i ended up 'fixing' this over a week ago by deleting my ~.libreoffice and ~/.openoffice directories. have no idea what the exact problem was but it seems clear that something in my old OO config was causing the problem with LibreOffice after the migration.
possibly a config option, possibly an extension - the only one i had installed was Writer2Epub (but it's odd that this would affect the macro security dialog in Calc when it's a Writer extension).
