console-setup and its related package keyboard-configuration are doing
the job. Moreover, they fix a longstanding quirk where console
keymaps used to be a different system than X keymaps.
First I did not see any mention of keyboard-configuration in the first
post.
I did a dpkg-reconfigure of keyboard-configuration and selected
latin-9, rebooted. And TTY keyboard is still qwerty. So move the bug to
another packge like keyboard-configuration but more important try to fix it.
BTW: you have a similar bug opened on console-setup.
So, in short, people affected by the various mess in
console-data/console-tools/kbd should really do
"apt-get install console-setup keyboard-configuration" and forget
about other messy things
Both are installed on my system, and you can use package dependencies to
make automatic removal no? I still have console-data.
