What can I say more than "console-data has no chance to see very active maintenance for wheezy".. console-setup and its related package keyboard-configuration are doing the job. Moreover, they fix a longstanding quirk where console keymaps used to be a different system than X keymaps. So, in short, people affected by the various mess in console-data/console-tools/kbd should really do "apt-get install console-setup keyboard-configuration" and forget about other messy things
