I would have replied earlier but I have had issues with mail.
So my thoughts are that:
1.) Using the pkg-perl option would make dh-make-perl use the default
mapping, say /etc/dh-make-perl/emails.lst .
2.) There would also be an email-mapping option/configuration setting
that would specify a different mapping which would be useful for other
users.
I guess there would be a question over whether we want to distribute the
mapping file so as to not encourage spam, but rather I thought the
damage was done in that regard.
