We try pretty hard to avoid regressions, and the PSPP testsuite
is good enough that we usually accomplish it.  I only really make
a new PSPP release when it seems that we have added a coherent
enough collection of new features that it really seems
worthwhile.

What link was this?  The newest nightly build at
http://pspp.benpfaff.org/~blp/pspp-master/ (currently this is
http://pspp.benpfaff.org/~blp/pspp-master/20110107030504/)
doesn't show any test failures, so it would be a better choice
for packaging than whatever you used.
