Package: simplesamlphp

Two questions:

1. Why does this package depend on apache2 (or httpd), but not include any 
apache2 conf (or a post-install script)?

2. Why does this package depend on php5-cli? I have been using simplesamlphp 
for several years on Lenny, from upstream, without php5-cli (or php-pear, 
php5-mcrypt, or php5-mhash, for that matter)
