i find it very sad that you didn't even bother to look at tftpd-hpa. users only get questions if they have debconf priority set to low, nobody sees questions unless he wants to.
I agree in general but bloating packages with debconf questions that are 99.9% of the times useless (and possibly meaningless to users) doesn't help anyone.
since 99% percent of all users are fine with a default installation and debconf priority critical, let's removal all debconf questions in debian all together, and just let users use $editor to configure their stuff manually for each and every package. if they have to modify their configuration, they will have the knowledge to do so anyway. otherwise, they would not require to alter configuration in the first place.
convincing logic, go for it.
For now I won't fix this bug, in the future I may consider adding low priority debconf questions to autogenerate the config file and keep those questions away from users not interested in it.
