If it can't be marked pre-depends, it's probably best to have the post-install 
script recognize this situation when it occurs (by checking the package 
installation state of postgresql-8.4 or other relevant packages) and acting 
accordingly. Assuming it's already possible to install bacula-director-pgsql 
without postgresql, there shouldn't be much of a change required to recognize 
a partially-installed package and skip the database configuration.

For bonus points, the post-install script could print a message describing 
what happened and how to fix it afterwards (presumably by running dpkg --
configure bacula-director-pgsql).
