Hi Ian,

Indeed, a local PostgreSQL server is optional. One must exist somewhere network-accessible, but it need not be on the local machine, and need not even be running Debian.

So it doesn't make sense to make it a depends or a pre-depends (doing so would probably inspire more bug reports from those that use a centralized database system), so I'm not sure what can be done about this. I suppose I could just tag it wontfix. Your thoughts?
