OK, my understanding from the discussion with upstream is that 0.27 is the unstable lead-up to a stable 0.28. For 0.28, the library and gir names will remain as they are in 0.27 (libvte.so.9/libvte2_90.so.9 and Vte-0.0.gir/Vte-2.90.gir).
Eventually vte will reach 1.0 and those gtk3 names will change to the much more reasonable names libvte-3.0.so and Vte-3.0.gir. If they still care about gtk2 at that point, the names for those will be libvte.so.9 (presumably) and Vte-1.0.gir. Since 0.28 will be the version for GNOME3 and upstream could not give an ETA for 1.0, we're stuck with these names for a little while.
