Package: dhelp
Version: 0.6.19
Severity: wishlist

description says:
index of all installed HTML documentation. You don't need
a WWW server to read the documentation. dhelp offers a
very fast search in the HTML documents.

which suggests that I could use search without running WWW server... although I
can browse the hierarchy, trying to search anything by entering the terms into
Search edit box results in:

File not found
Iceweasel can't find the file at /cgi-bin/dsearch?search=sci.

May be it could make use of libjs-jquery which is used but more than 150
packages already...

NB Similar thing happens even if I try to browse man or info pages, which is
   even more surprising.
