With respect to the request to make MS#### an alias for CP####, I request that you not do that. The only character sets that mutt should recognize are those specified at <http://www.iana.org/assignments/character-sets>. The character set in question, CP950, is not present in that list, nor is its purported alias, MS950. The only such pair present is CP936/MS936.
In general, we should not be encouraging the use of obsolete national character sets, obsolete vendor-specific character sets, or non-standard extensions to the already enormous IANA character set list. It's not like it's hard to register a character set with IANA. Furthermore, there is a simple method to solve this problem: charset-hook. Even if the submitter needs to exchange data with people whose mailers are broken (and who refuse to fix them), he can do it simply in his own configuration.
