git-dch can now be told about maint-merge. Good. But, it broke it for us
using ~/.devscripts to set DEBCHANGE_MULTIMAINT_MERGE=yes, since it always
passes the --no-maint-merge flag unless told otherwise.

The behavior should be to not pass any flag unless explicitly told to.

..oO( Maybe it is best to do like git-buildpackage command, that merely
passes on any flag it does not understand. )
