You need to have build-essential and dpkg-dev installed, plus the
Build-Depends for scrotwm (apt-get build-dep scrotwm to install them).

Then use `dpkg-source -x scrotwm_0.9.27-1.dsc' to unpack the source
package (patches are applied automatically), enter the scrotwm-0.9.27
directory, and run `dpkg-buildpackage' to obtain a binary package.
