According to buildd at

the configure detection for tcl did in fact go belly-up:

checking tk.h presence... yes
checking for tk.h... yes
checking whether compiling/linking Tcl/Tk code works... no

That last line should have been a yes.  Who do we talk to now? tcl
maintainers?  Mips porters?
