I agree.  

As a casual user of Python and maintainer of packages that deliver
Python scripts, the current situation is really confusing.

I agree on this, too.  I doubt there are any good technical reasons for
more than one team here, but there may well be a reasonable division of
responsibilities that would lead to different lists of maintainers
and/or uploaders on the different packages.  Some people would read that
as "different teams", perhaps?  [shrug]
