Unless I'm missing something (and I would appreciate a pointer) all that 
I needed to do was:

apt-get source aspell-ro
cd aspell-ro-3.3-4
dch --bpo
dpkg-buildpackage -S
pbuilder build aspell-ro_3.3-4-1~bpo50+1.dsc

You can find the resulting source and binary package in my $HOME on 
alioth: http://alioth.debian.org/~amp-guest/aspell-ro_bpo/

P.S. I would have done it in SVN (in the 'backport-3.3-4' branch), but 
have no ideea how to use svn-buildpackage.
P.P.S How do you feel about moving aspell-ro to git/git-buildpackage and 
dh7. I have a bit of experience with git and git-bp/dh7 felt more 
familiar when I experimented with them. I already had a 3.3.4 package at 
git://git.debian.org/git/debian-l10n-ro/aspell-ro.git, but I was waiting 
for a sign from Eddy to ask you about possibly sponsoring it.
