More info on this. It seems to be much less serious than I thought: if
you put the "overlay" directive before the "database" directive instead
of behind it, the server wil start fine (without crash, errors or
complaint about syntax), but refuse to actually execute the password
change operation. So maybe failing with a syntax error in the logs is
the right thing to do (as it turns out, if the "overlay" directive is in
a non-database context it is useless).

In any case, the problem seems also not Debian specific.
