Hi, None of the workarounds stated in the comments worked for me.
Adding $all to Required-Start in the init script is not possible, it would cause a loop because gdm depends on plymouth (insserv obviously doesn't accept this). Changing gdm from X-Start-Before to Should-Start doesn't work neither. fyi, this is on unstable amd64, tested with gdm and gdm3, with an intel graphic card.
