Can you tell me more about the kind of virtual host you are using?  Is
it an OpenVZ environment?  Could this be a duplicate of bug #584102?
If not, any idea how to reproduce the problem?

sulogin should only be invoked when entering single user.  I assume
from your email that you did not try to boot into single user?
