No, git complains like that whenever you have not configured .gitconfig.

I think it's a completly stupid warning message, and hate that git has
recently started spewing it, but the warning message has nothing to do
with how etckeeper is using git.

No, you would not; etckeeper's setting of GIT_AUTHOR_NAME overrides
the .gitconfig settings that the stupid warning message encourages.
