That change has little relation to this bug report. I wanted to explicitly
say _what_ we listen for, not that we don't listen by default.

Besides, with your change there now are two almost identical sentences
saying
    "OpenNTPd on Debian *does not listen* on any address"
inside the "listen on address" description inside "man ntpd.conf".
