Inside the tarball he sent you, in setup/usb_src/vnetusba.h we can find this:
#define VNetVID         0x03EB
#define VNetPID                 0x7603
#define VNetPID_RFMD    0x7605
So the driver he sent you is for the USB ID 03EB:7603 or 03EB:7605.
However, your USB ID is 09aa:3642, as is confirmed by lsusb.

End-user manufacturers often make almost-identical products, with just
a revision letter or number changed, but with a complete different
chipset inside. I am not surprised if your support contact at Sparklan
does not know what they are selling. They are just printing their own
label on other companies products, or adding a plastic case to it.
