Would rephrasing it to "but a script that can be run by the user
to..." make it more clear?

I am not found of adding restrictions that are technically not
necessary. Theoretically you could have prism2-usb-firmware-installer
installed and still use linux-wlan-ng-* for some non-USB cards, or
have two kernels installed, one old without kernel firmware loading
support.

I would prefer making the package description clear enough on this point.
