Since it is not clear to know which command to use to
reconfigre the system after it was installed, is it
possible to add to the GNOME desktop some item entry
in the main menu, to start these tool graphically, or
in a terminal ?
These tools means base-config, dpkg-reconfigure, etc.

The base-config package has been antiquated since Debian Lenny.

A lot has happened in gnome-control-center since this bug was initially filed in 2005. I think everything that should be configurable from a GUI is available today.

The synaptic package manager can do exactly what you requested.

Should we close this bug?

While synaptic can reinstall packages, it cannot run dpkg-reconfigure on them as requested in the initial report. Anyway, since nowadays systems are really easy to configure using GUI tools and the need to manually run dpkg-reconfigure should be an exeptional case at least, I think this bug can safely be closed. I'll leave it up to you, though. ;)
