Fundamentally, I agree, but this shifts the burden to every team
member to maintain local-options.

Maybe the option, provided it was set as a package policy, can be
ignored for NMUs or or Bin-NMUs?

Or maybe dpkg-source can query the user if connected to a tty
(defaulting to no)?

Or honour it only if a VCS is being used?

Or provide a --force-debian-patch switch for normal users, and
mention that in the abort notice?
