Yes.

So this means that if you want to remove that file, you
really need to Pre-Depends on the new dpkg.  Else isn't
likely never going to be cleaned up, and you really
need it for a simple upgrade from the current
stable the the future stable.

I was just hoping that I could avoid Pre-Depends, and
I don't feel like writing the scripts myself when we
have a general solution for it.
