If you go from 1:4.2.4p8+dfsg-1 to 1:4.2.6.p1+dfsg-1 directly, I suppose that it works? The code to remove the conffile on upgrade is protected by the version check to run only once at the righ upgrade but obviously if the code was not there at the right upgrade it will never run and you should increase the version number to correspond to the last version that did not clean the obsolete conffile.
