Not this way. The guideline for links in the PTS is that they are there only if, upon click, they lead to some information. The patch you propose on the contrary adds a link no matter what. What we need is instead an index of all packages currently having some information on ubuntudiff to show; that index should be downloaded daily and information about which packages have some data to show internalized in the PTS. Then, at page generation time, we will output the link only if there is some information to show. That patter is common to several parts of the PTS, if you look around in the code I'm confident you'll find out how to improve your patch along these lines. Cheers.
