Debian reference follow other program practices and store its files in 
  /usr/share/doc/debian-reference

apt-howto-en does not exist anymore.

So no one is using /usr/share/doc/Debian.

So for uniform packaging practice, this original request is not so
valid as is.

But most other packages install their documentation under their package
name where the changelog exists.  In that sense, it is better to use
doc-debian as the location for doc-debian and debian-faq for it.

Unless policy etc. comes in to the common debian location, the current
location may be difficult to find for uninitiated.

Quite frankly, this may be best done after squeeze as follows:

doc-debian to debian-documents which installs to /usr/share/doc/debian-documents
debian-faq is as is but installs to /usr/share/doc/debian-faq

Please think about it. Then it is easier to find them.
