all the six packages in the Debian archive currently triggering the lintian package-installs-packlist warning [1] are maintained by you. At least two of them don't contain .packlist files when I rebuild them locally. Is it possible that you're building packages with a local version of ExtUtils::MakeMaker? Please fix this. The EU::MM version shipped in the perl package has been patched for Debian [2] to disable packlist installation.
