I've set the severity to minor because it's a problem that is still in the future, for the users of official debian emacs packages. But for the users of emacs snapshots it's a present reality. Flim ceased to encode quoted-printable correctly with the latest bazaar snapshot, that has (eq emacs-major-version 24).
I think that the debian/changelog entry for 1:1.14.8+0.20070618-4 describes a similar problem, and probably a similar solution should be applied.
