mel-q-ccl.el uses two instances of the following construct to check if
it's running on emacs 23.1:
(and (eq emacs-major-version 23)
     (eq emacs-minor-version 1))
It is a bad thing, as it will surely break on emacs upgrade to the 24.x branch.
I've set the severity to minor because it's a problem that is still 
in the future, for the users of official debian emacs packages. But for the
users of emacs snapshots it's a present reality. Flim ceased to encode
quoted-printable correctly with the latest bazaar snapshot, that has
(eq emacs-major-version 24).

I think that the debian/changelog entry for 1:1.14.8+0.20070618-4 describes
a similar problem, and probably a similar solution should be applied.
I have no problems with quoted-printable since I rebuilt the package
with the explicit version test replaced with (charsetp 'unicode-bmp) 
feature test (I'm not sure that the replacement is fully appropriate, though).
