Actually, none of my packages do, at the moment (though they used to).
Only 3 packages are concerned, apparently:
# apt-file search /etc/mozilla-extensions
foxyproxy: /etc/mozilla-extensions/foxyproxy.js
mozilla-imagezoom: /etc/mozilla-extensions/imagezoom.js
xul-ext-firegpg: /etc/mozilla-extensions/firegpg.js
