Looking closer at the issue, I don't understand at all why this error happens, because dpkg _does_ allow to take over obsolete conffiles without proper Replaces. Otherwise, the problem would likely have been reported before. I tested in a chroot with Etch's, Lenny's and Squeeze's dpkg, and they all happily install bash-completion with etc/bash_completion being an obsolete conffile of bash 3.2-4 (or 4.0-7).
